Backremove claim limit requirement for town merging

it is such a burden to get a town to unclaim however many chunks thats needed in order to initiate a merge and thus prevents many possible merges from happening, leading to the town just eventually going bankrupt or deleted anyways. In addition to that, it should be the responsibility of the new town mayor to manage it's claims, not as it is now where it is simply a checkbox for the towny plugin. If you want to pay thousands of dollars in overclaim cost then let them do it. But that wouldnt happen in 99% of the scenarios anyways, since the new town mayor would just get rid of most. if not all of the old towns claims.
